This is the Village Hall Trust Notice:

The Frisby-on-the-Wreake Village Hall Trust
and the Management of the Hall

The land on which the Hall is built was conveyed, “free from encumbrances” to the first Trustees on 14 July 1951. The land is therefore in the freehold   of the Trust. The conveyance specified that the Trustees would apply to the Ministry of Education for an Order for the Charity Commissioners to permit the building of a village hall “…for the purpose of physical mental training and recreation and social and moral and intellectual development through the medium of reading and recreation rooms library lectures classes recreations and entertainment as may be found expedient for the benefit of the Parish of Frisby-on-the-Wreake…” The building was opened in 1961; the Village hall is registered as charity number 521419.

The conveyance provided for the setting up of a Committee of Management of “…not more than ten people… of whom four shall be elected at the first and subsequent annual general meetings…” The six then major organisations wishing to use the Hall were able to appoint one committee member each. The Committee of Management are in law the managing trustees: the conveyance states “…and managed by the members of the Committee of Management hereinafter mentioned as Trustees thereof…”. The committee elect their officers as provided in the rules for the operation of the hall.

The conveyance calls for the Annual general meeting to be held in April of each year. It authorises the committee to decide in what way any vacancy which occurs as a result of any of the six organisations not appointing a member to the committee should be filled. It also provides for the committee to resolve to invite new organisations, with appropriate objectives, to appoint one of their members to the committee. The committee has the power to co-opt not more than four members to represent interest in the parish not represented by any organisation.

The committee is empowered to make, and have made, rules and regulations for the operation of the hall, so long as these rules and regulations do not conflict with the conveyance. The rules for the operation of the Hall will be displayed in the Hall.
